What is WUE (Water Usage Effectiveness)?

How much water a data centre uses on site, measured in litres per kWh of IT electricity.

Intermediate

WUE stands for Water Usage Effectiveness. It divides the water a data centre consumes on site, mostly for cooling, by the electricity of its IT equipment. The result is litres per kWh. Sites with cooling towers evaporate water and have a high WUE; sites with dry coolers or closed liquid loops use little water and more electricity on hot days.

Much of the water linked to AI sits outside the building, in the power plants that generate the electricity. For US data centres in 2023, Lawrence Berkeley National Laboratory counts about 64 billion litres of direct water and about twelve times as much indirectly through electricity generation. Only 47% of operators collect water data at all, according to the Uptime Institute.

Why it matters for you

Water is a local resource. A data centre in a dry region can compete with households and farms, as conflicts in Chile and Uruguay have shown. WUE is the figure that makes this visible, and the EU sustainability label for data centres builds on it alongside PUE.

Own it

Ask providers for site WUE and for the cooling type of the region you run in. In water-stressed regions, prefer sites with dry or closed-loop cooling, and remember that the indirect water in the electricity often matters more.

Where it comes from

The definition and US figures come from the 2024 United States Data Center Energy Usage Report by Lawrence Berkeley National Laboratory (December 2024), summarised by researchers at the University of Wisconsin-Milwaukee (August 2025).
